§ 114.99 PENALTY.
   (A)   Any violation of this chapter shall constitute a municipal infraction and shall be cited and punished according to the fine schedule below in addition to any and all fines imposed by applicable provisions of the Iowa Code. These citations and fines may be issued in conjunction with any other punitive procedures provided for in § 10.99 of this code.
   (B)   The following scheduled fines are fixed for violations of §§ 114.02, 114.18 and 114.20:
      First Offense         $50
      Second Offense      $150
      Third Offense         $250
   (C)   For violation of any section of this chapter, except for §§ 114.02, 114.18 and 114.20, the scheduled fine is $50.
