It is unlawful to operate a vehicle for hire without a valid vehicle for hire business permit issued under this chapter. Vehicles for hire that are operated and permitted principally in other cities that use the streets of the city only on isolated occasions need not have a permit under this chapter. This section shall not apply to funeral directors conducting a funeral procession.
