Any persons who shall willfully feed any untagged dog or cat on city streets, sidewalks, parks or other public property shall be deemed guilty of a misdemeanor and, upon conviction, shall be fined in accordance with § 10.99 of this code of ordinances. The following areas are exempted from this prohibition during public events: the fairgrounds; agriculture barn; and rodeo arena areas.
