§ 91.035 ANIMAL SHELTER ADVISORY BOARD.
   (A)   There is hereby created and established an Animal Shelter Advisory Board for the city. It shall be composed of at least one licensed veterinarian, one county or municipal official, one person whose duties include the daily operation of an Animal Shelter, one representative from an animal welfare organization, and three citizens selected at large. Members shall hold office at the pleasure of the Council; provided, however, that the term of office shall in no event, without reappointment, exist for a longer period than two years. Initial terms shall be staggered in order to provide continuity and effectiveness. The animal welfare organization representative shall be exempt from the residency requirement in § 31.03 of the Code of Ordinance.
   (B)   Members of the Animal Shelter Advisory Board shall serve without compensation.
   (C)   Immediately after their appointment by the City Council, the members of the Animal Shelter Advisory Board shall meet and organize, by electing a chairman and a secretary. The Chairman shall preside over all meetings and may appoint another member to preside in the chairman’s absence. The Secretary shall reduce the proceedings of the Board to writing and shall provide a record of such proceedings to the City Council for their information and consideration. A majority of the Board shall constitute a quorum for the transaction of business. The Board shall establish such rules and regulations for its government as in its judgment may be deemed necessary and proper to carry out its responsibility under law.
   (D)   The Board shall meet at least three times per year, and shall hold such additional meetings as it deems necessary. The Mayor, the Chairman or the Chief of Police may at any time call the Board together for advice on any matter which they might deem important.
   (E)   It is hereby made the duty and province of the Animal Shelter Advisory Board to assist the city in compliance with Tex. Health and Safety Code, Ch. 823 as it now exists or may be amended from time to time.
   (F)   The Animal Shelter Advisory Board shall not contract for the expenditure of any money, unless same is authorized by the city, and shall not have the authority to hire or discharge any employee.
