All boards and commissions must be composed of registered voters who reside either in the city or within the territories subject to the jurisdiction of the respective boards and commissions, except for the Layland Museum Advisory Board and Library Advisory Board, which shall have nine members who are registered voters; five must reside in the city, but the remaining four may reside outside the city limits but within Johnson County.
