No person owning or operating a boat or other craft on Lake Pat Cleburne shall permit the came to be occupied by more persons than the rated capacity of such boat or other craft, nor shall any person owning or operating a craft on Lake Pat Cleburne permit the same to be loaded with passengers or cargo beyond its safe capacity, taking into consideration weather and other operating conditions.
