No boat or other craft shall be placed, operated or kept on Lake Pat Cleburne if equipped with toilet facilities, unless a special permit in writing is obtained from the city therefor, and maintenance and operation of special equipment for the storage of all wastes and disposal thereof on shore is provided for, all in a manner approved by the City Engineer.
