No garbage, trash, refuse, dead animal, fish, vegetable, food, ashes, offal, fecal matter, cans, bottles, glass, rubbish or filth of any kind shall be placed or be permitted to be placed in the waters of Lake Pat Cleburne or situated in such a manner that it will drain toward or reach the waters of Lake Pat Cleburne.
