§ 97.22 NO AUTHORITY TO MAKE EXPENDITURES OR HIRE OR FIRE LIBRARY EMPLOYEES.
   The Library Board shall not contract for the expenditure of any money unless the same be authorized by the City Council, and shall not have authority to employ or discharge employees working in the library.
