(A) The Library Board shall have general supervision and control of all matters pertaining to the City Library, and shall promulgate the rules and regulations pertaining to the operation and use of the library facilities and shall have general supervision over such rules and regulations.
(B) It is made the duty and province of the Library Board to make recommendations and suggestions to the City Council for the betterment and improvement of the City Library.
