§ 97.17 ORGANIZATION; ELECTION OF OFFICERS.
   Immediately after their appointment and confirmation by the City Council, the members of the Library Board shall meet and organize, by electing a President, Vice-President and Secretary. The Library Board shall, upon organization, proceed to establish such rules and regulations for the government of same, as in its judgment may be deemed necessary and proper.
