There is created and established a Library Board in and for the city. It shall be composed of nine members, five of whom must reside in the city and four of whom may reside outside the city but must reside in Johnson County during the term of their appointment by the City Council. A member of the Library Board shall hold office at the pleasure of the Council. Members of the Board may serve no more than two consecutive two-year terms. However, the members may serve more than once on the Board.
