§ 97.01 FINES AND CHARGES.
   (A)   Overdue materials.
      (1)   Library fines for each day, or part of each day, that the hereinafter enumerated materials are retained beyond the due date for return are hereby established as follows and the person responsible for said materials are required to pay the following sums. Fines for overdue materials shall not exceed the charge for lost materials as provided for in division (B) below.
      (1)   Book, audio book, CD, magazine, kits   $.20 per day
      (2)   DVD/VHS materials   $1.00 per day
      (3)   Interlibrary loan   $.50 per day
   (B)   Lost materials. Charges for lost materials shall be the full replacement cost for the material lost provided such material is available. Otherwise, charges for lost materials are established as follows; and the library is hereby authorized to classify all books into one of the three categories:
      (1)   Children's book   $15
      (2)   Juvenile book      $15
      (3)   Adult book      $25
      (4)   Texshare materials   Replacement cost
      (5)   Replacement card   $2
   (C)   Damaged materials. Damaged materials shall be repaired if practicable with full repair charges paid by patron responsible for the materials. Materials that are beyond repair shall be assessed the replacement cost.
   (D)   Nonresident fees. Any person residing outside of the corporate limits of the city shall be required to pay a fee of $25 per year for the issuance of a library card, which shall be valid for one year from date of issuance. The foregoing notwithstanding, any person owning real property situated in the corporate limits of the city and whose city ad valorem taxes are currently paid shall, along with his or her spouse and minor children, as well as nonresident employees and students of Cleburne Independent School District be exempt from payment of the $25 fee.
   (E)   Processing fees. In addition to fines, replacement and/or damage charges, a processing fee of up to $10 may be charged for each book overdue for 90 days or more, lost or damaged.
   (F)   Miscellaneous fees.
      (1)   Photo copies      $.15 black and white; $.50 color
      (2)   Laminating      $1.50 per foot
      (3)   Proctoring      $10 per test proctored
      (4)   Interlibrary loan   $3
   (G)   Amnesty program. The library may conduct an amnesty program for a period of time not to exceed two weeks in any calendar year. During the period of time the amnesty program is in effect, fines will be waived to all patrons who appear in person to return overdue materials.
   (H)   Computer use policy and fees. The City Manager or his/her designee shall implement the Computer, Internet and Wireless Policy and the procedure for administering the policy. The following fees are included in the policy for non-residents.
      (1)   Computer access card for six months   $10
      (2)   Computer access card for one year   $20
