No permit shall be granted under this subchapter for a period in excess of one year, excluding permits to gasoline service operators, and each such permit, unless limited to expire sooner, shall expire and cease to be effective for any purpose on December 31 of the year for which the permit is granted, unless the permit shall have been renewed.
