It shall be unlawful for any person to do any act prohibited by, or to omit any act required by, rules, regulations and orders promulgated by the Airport Manager for the purpose of implementing, supplementing or carrying into effect, with respect to all phases of air travel and transportation, this code and the ordinances of the city, the laws, rules and regulations of the state or any proper agency thereof, the air traffic rules of the Department of Commerce, Federal Aviation Agency, and such other local air traffic rules and ground rules relating to safety or the prevention of unsafe practices.
