No sign, billboard or advertising device shall be installed, erected, constructed or maintained within the boundaries of the airport unless and until the location, size, height, materials and subject mater thereof have been approved by the Airport Manager, as evidenced by a drawing or specification thereof filed in the office of the Airport Manager bearing his written endorsement of approval.
