(A) The city standard street specifications and the approved engineering plans will govern all street construction.
(B) The streets, including parkways, shall be excavated to the line and grade established in the approved plans. Any change in parkway grading will be by written permission by the City Engineer.
(C) All necessary storm drain facilities shall be designed and installed in accordance with §§ 154.120 et seq. and city water and sewerage construction standards.
(D) All underground utilities and services to be located under the pavement shall be completed, accepted and backfilled prior to the preparation of the subgrade. This includes the water services constructed to a point four feet behind the back of the curb, and the sewer services shall be constructed to the property line. All trenches shall be backfilled in accordance with standard city specifications.
(E) Curb and gutter shall be constructed on both sides of the street, including intersections, on the line and grade established in the approved plans, unless otherwise approved.
(F) Pavement, including concrete valleys and subdrains as required, shall be constructed on all streets in accordance with the approved engineering plans and the city standard street specifications.
(G) (1) Underground utilities placed in rights-of-way or easements shall be marked with plastic tape for any of the following reasons:
(a) The utility line carries gas, high voltage electricity, or hazardous materials; or
(b) The utility company charges the excavator for the time the utility is out of service due to damage done while excavating; or
(c) The utility line will be dedicated to the public and maintained by the city. This includes water and sewer services.
(2) The tape shall be placed a minimum of one foot directly above the utility and a maximum of two feet below the surface.
(3) Plastic marking tape shall be acid and alkali resistant polyethylene film, three inches wide with minimum thickness of .004 inch. Tape shall have a minimum strength of 1,750 psi lengthwise and 1,500 psi crosswise. If the utility cannot be located with a metal detector at the surface, the tape shall be manufactured with integral wires, foil backing or other means to enable detection by a metal detector when the tape is buried up to three feet deep.
(4) The tape shall be of a type specifically manufactured for marking and locating underground utilities. The metallic core of the tape shall be encased in a protective jacket or provided with other means to protect it from corrosion.
(5) Tape color shall be as specified below and shall bear a continuous printed inscription describing the specific utility. The city may give approval to a franchise utility for an exception to the standard colors in order to exhaust existing supplies.

(H) All utilities in right-of-way and easements shall be located in conformance with the “City of Cleburne Standard Locations for Utilities in Street Right-of-Way” set forth in § 154.107 when possible.
