(A) The purpose of this subchapter shall be to establish policies governing storm drainage facilities within the city limits and the extraterritorial jurisdiction of the city.
(B) The purpose of these policies is to protect the general health, safety and welfare of the public by reducing potential flooding, controlling excessive runoff, minimizing erosion and siltation problems, and to alleviate damage to public and private facilities resulting from uncontrolled stormwater runoff.
