§ 154.027 PROCEDURES FOR MINOR PLATS.
   (A)   Eligibility. Property being platted for the first time or property being replatted is eligible for administrative approval if the proposed plat or replat meets the following conditions:
      (1)   The plat conforms to the zoning code;
      (2)   The plat involves four or fewer lots fronting on an existing street; and
      (3)   The plat does not require the creation of any new street or the extension of municipal facilities in order to provide adequate service to all lots of the proposed subdivision.
   (B)   Submission procedure. If the Director of Public Works determines the proposed plat or replat is eligible for the administrative approval process, the owner shall submit the following:
      (1)   Application and fee; and
      (2)   A final plat conforming to the requirements of § 154.025.
   (C)   Approval procedure. Upon completion of the submission procedure by the owner, a committee composed of the Director of Public Works and the City Manager is authorized to review the plat or replat submitted and to administratively approve submissions which satisfy the requirements of § 154.025. The Director may, for any reason, elect to present the plat to the Planning and Zoning Commission or City Council, or both, to approve the plat. The Director of Public Works shall not disapprove the plat and is required to refer any plat which he refuses to approve to the Planning and Zoning Commission or City Council, or both, so that final approval can be considered within 30 days after the final plat is filed.
