5-2-4: COLLECTION FEES:
   A.   Residential: Residents who occupy residential houses or multi-unit dwellings not exceeding ten (10) units per meter within the city shall be charged the current monthly collection fee(s) required by the city's fee schedule.
   B.   Commercial, Industrial And Multi-Unit Dwellings In Excess Of Ten Units Per Meter: As of July 1, 2007, the city will no longer provide this service.
   C.   Absence From City 1 : There shall be no monthly garbage fee required for those who temporarily leave the city for four (4) consecutive weeks or more.
      1.   Those wishing to use this program will sign an affidavit requesting the service and agreeing in the affidavit that the garbage can will be secured and not be used by anyone during the time of absence or the person requesting reduction in services shall be responsible for the garbage can and burn plant fees. Garbage fees will be waived on complete months only. Partial months will not be eligible for fee waivers.
   D.   Billing: The city council finds that the city's solid waste collection system, storm sewer system, sanitary sewer system and culinary water system are interrelated services that are part of a unified city plan to provide for the health, safety and welfare of the city and its residents in an environmentally responsible manner. Therefore, the solid waste collection utility fee shall be included on the city's regular monthly utility bill for any given property. The fee shall be deemed a civil debt owed to the city by the person or entity paying for the city utility services provided to the property. Failure to pay any portion of the utility bill may result in termination of water service. Billing and payment procedures to include delinquency are identified in section 9-1-9 of this code.
