(A) Whenever a nuisance shall exist upon any property within the jurisdiction of the town, the Town Manager, or his designated agent, shall cause a Notice to Abate the nuisance to be mailed by certified mail to the owner of the premises directing the owner to commence action to abate the nuisance within 24 hours from the date the notice is received. Said notice shall also provide that the nuisance existing upon the premises shall be completely abated within seven days from receipt of the notice and that failure to abate the nuisance will result in abatement by the town.
(B) The Town Manager, or his designated agent, may notify a chronic violator of § 97.04 that, if the violator's property is found to be in violation of § 97.04, the town shall, without further notice in the calendar year in which notice is given, take action to remedy the violation, and the expense of the action shall become a lien upon the property and shall be collected as unpaid taxes. The initial annual notice shall be served by registered or certified mail.
