It shall be unlawful for any person to dig up, excavate, or remove any soil from any town cemetery, or to remove flowers, shrubs, trees, bushes, markers, pots, boxes, vases, or any other property unless from his own property, or with the consent of the owner, or by permission of the Cemetery Official.
