The following activities are exempted from the time restrictions:
(A) Work or actions taken by the town, or its contractors, within the Downtown Core as shown on the official Town of Clayton Future Land Use Map. Work or actions may include, but are not limited to garbage collection, street sweeping, leaf blowing, power washing, or other similar activities which must be performed before businesses open.
(B) The installation (including excavation), demolition, alteration or repair of public infrastructure by the town, or its contractors, when necessary to avoid lengthy service delays, mitigate traffic issues or concerns, handle non-emergency utility system modifications during periods of lower activity, or utilize off-hours service interruptions to minimize customer inconvenience.
