§ 90.12 RESPONSIBILITY OF OWNER.
   The person who owns an abandoned vehicle or parts of a vehicle is:
   (A)   Responsible for the abandonment; and
   (B)   Liable for all of the costs incidental to the removal, storage, and disposal of the vehicle or parts of a vehicle under this subchapter.
