(A) For the use of the services rendered by sewage works, fees shall be collected from the owners of each and every lot, parcel of real estate, or building that is connected to, or otherwise discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly, into the town sewage system. The fees include user charges, debt service charges, excessive strength charges, and other service charges, which shall be payable in amounts as hereinafter provided.
(B)
The sewage fees shall be based on the quantity of water used on, or in, the property or premises subject to such fees. As the same is measured by the water meter there in use, except as herein specified, for the purpose of billing and collecting the charges for sewage service, the water meter shall be read monthly (or for a period equaling a month). The water usage schedule of the fees shall be determined as follows.
(1) For the period from the effective date of this section to December 31, 2022:
(a) Metered users.
1. Flow rate, per 100 gallons: $1.12.
2. Monthly minimum charge (2,000 gallons): $22.40.
(b) Residential unmetered users. Monthly flat rate (assumes 5,000 gallons of flow): $56.
(c) All other unmetered users. All other unmetered users shall be charged by applying the rate of $1.12 per 100 gallons of water used in, or on, the premises or property, on an individual basis, to the estimated usage in, or on, the premises or property.
(d) Excessive strength surcharges (per pound). Applicable to effluent strength in excess of 250 mg/l:
1. B.O.D.: $.356.
2. S.S.: $.356.
(e) Outside of town users. All outside of town users will be subject to a 12% surcharge applied to:
1. The rates and charges established in divisions (a) through (d) above; and
2. The capacity fees charged for connection to the town's sewage works under § 51.041.
(2) The effective date for the following rates is January 1, 2023:
(a) Metered users.
1. Flow rate, per 100 gallons: $1.15.
2. Monthly minimum charge (2,000 gallons): $23.
(b) Residential unmetered users. Monthly flat rate (assumes 5,000 gallons of flow): $57.50.
(c) All other unmetered users. All other unmetered users shall be charged by applying the rate of $1.15 per 100 gallons of water used in, or on, the premises or property, on an individual basis, to the estimated usage in, or on, the premises or property.
(d) Excessive strength surcharges (per pound). Applicable to effluent strength in excess of 250 mg/1:
1. B.O.D.: $.367.
2. S.S.: $.367.
(e) Outside of town users. All outside of town users will be subject to a 12% surcharge applied to:
1. The rates and charges established in (a) through (d) above; and
2. The capacity fees charged for connection to the town's sewage works under § 51.041.
(3) The effective date for the following rates is January 1, 2024:
(a) Metered users.
1. Flow rate, per 100 gallons: $1.18.
2. Monthly minimum charge (2,000 gallons): $23.60.
(b) Residential unmetered users. Flat Rate (assumes 5,000 gallons of flow): $59.
(c) All other unmetered users. All other unmetered users shall be charged by applying the rate of $1.18 per 100 gallons of water used in, or on, the premises or property, on an individual basis, to the estimated usage in, or on, the premises or property.
(d) Excessive strength surcharges (per pound). Applicable to effluent strength in excess of 250 mg/1:
1. B.O.D.: $.378.
2. S.S.: $.378.
(e) Outside of town users. All outside of town users will be subject to a 12% surcharge applied to:
1. The rates and charges established in (a) through (d) above; and
2. The capacity fees charged for connection to the town's sewage works under § 51.041.
(3) For services rendered to the town, the town shall be subject to the same fees provided herein, or to fees established in harmony therewith.
(4) In order to recover its cost, the town shall charge the user for the actual cost of monitoring industrial wastes. This fee shall be not less than $25 per sampling event. It will be reviewed on the same basis as all other fees in this subchapter.
