(A) SINGLE FAMILY EQUIVALENT (SFE) shall be defined as the assumed average water use for a single-family home being a volume of 310 gallons per day (gpd).
(B) The town, through its representatives in the municipal sewage works, shall estimate and establish the numeric multiples of the SFE for each commercial or industrial user at the time of connection to the municipal sewage works, based on industry standards set forth in 327 IAC 3-6-11. A copy of the table can be found on the town website and in the Clarksville Billing Office.
(1) For each estimated SFE, there will be a charge of $1,950 with a minimum of one SFE per unit.
(2) One year after the certificate of occupancy (CofO) has been granted, either the town or the user may request a review of the user’s actual water usage during the first year connected to the municipal sewage works, with the opportunity for adjustment of the original estimate to an equivalency number based on actual usage.
(3) Multi-tenant buildings will be based off of the sooner of 12 months preceding 100% occupancy of the structure or five years from the issuance of the first CofO.
(a) Such request for review must be made within 90 days of the first anniversary of the user’s CofO.
(b) In the event a review determines that the town overestimated the equivalency number, the town will refund the amount paid during the first year by the user in excess of the amount due based upon the newly adjusted equivalency number.
(c) Should a review determine that the town underestimated the equivalency number, the user will be charged the difference between the amount paid and the amount due as the result of applying the newly adjusted equivalency number.
(C) There shall be the following categories of building sewer permits with the corresponding fees to be charged for connection to the town sewage works system:

(2) For all commercial/industrial users (including professional, industrial and retail offices; restaurants, stores, malls, plants and all other establishments of a business, commercial, or industrial nature), the capacity fee (including the inspection fee) shall be one SFE (home rate) per unit, plus an additional fee per each SFE over 310 gpd.
(3) (a) Buildings vacant longer than one year shall pay a $100 reconnect fee. The reconnect fee will pay for one inspection valued at $75 and one set of building plans, $25. If additional inspections are required then $75 is due for each additional inspection.
(b) Buildings vacant longer than three years must have a town licensed plumber inspect the lines to determine if they meet the requirements set forth in the town Sanitary Sewer Construction Standards. The lines must be televised with a copy provided to the town for review and approval. If the lines do not meet the town's standards, then the owner will be required to bring them into compliance.
(4) The fee for service relocation shall be a $75 inspection fee.
(5) If an existing user of the municipal sewage works changes its use resulting in a different category classification for such user, such existing user shall pay an amount equal to the connection fee applicable to the user in the new category, less the amount of connection fee paid under the previous category of usage. For such changes in use, the existing user shall pay the fee within 90 days of the effective date of the new usage.
(6) All capacity fees established by this section shall become effective on January 1, 2018, and shall be paid by any new user requesting a connection to the town’s municipal sewage works, or any existing user with a change use as provided in division (C)(5) above.
(7) If an applicant for a permit hereunder proposes a multi-use facility (such as a mall, office complex, or any other commercial facility that may house multiple commercial entities), the categories of which may change from time to time, the applicant for the permit shall, with a reasonable degree of certainty, identify the specific use for each individual office, store, or other commercial space within the facility.
(a) Should tenant changes occur, in which the new tenant’s type of business or commercial activity is significantly different from that of the previous tenant, the applicant or owner of the multi-use facility is required to report these changes to the town’s Wastewater Billing Office.
(b) The town reserves the right to inspect and verify the actual uses of the offices, stores, or other commercial entities.
(c) The town also reserves the right to assess additional connection charges based upon the actual category of business or other commercial activity being conducted on such property at any given time.
