(A) The Town of Clarksville requires that all sanitary sewer construction projects within its jurisdiction meet the same set of rules and regulations. The basic requirements are set forth in these standards which incorporates by reference the following standard guidelines:
(1) Recommended Standards for Wastewater Facilities - A report of the Wastewater Committee of the Great Lakes - Upper Mississippi River (Ten States Standards);
(2) Indiana Administrative Code: 327 IAC 3-6-9;
(3) Indiana Department of Transportation (INDOT) Design Manual;
(4) Indiana Department of Transportation (INDOT) Standard Specifications, Supplemental, and Standard Drawings; and
(5) Other generally acceptable design standards, policies and guides.
(B) The town requires that all projects that connect to the town's collection system and include a wastewater main extension (installation of eight-inch diameter or greater sized pipe) must obtain a construction permit through the Indiana Department of Environmental Management (IDEM). This requirement includes main extensions located outside of town boundaries, either in whole or in part.
(C) No person shall make connection of roof downspouts, exterior or interior foundation drains, area way drains or other sources of surface runoff or ground water to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer. This includes interior sump pumps that handle the flow of interior foundation drains. The town has the right to inspect a property to determine if such a connection exists. If an inspection determines that an improper connection exists, the owner shall have 30 days to correct the issue. A one-time extension of 30 days can be granted with the approval of the Utility Director. If the issue is not resolved within the required timeframe, the town shall have the right to contract with a third party to remedy the situation. The cost of the remedial action shall be included as a surcharge on the property owner's wastewater bill and shall be treated the same as all other outstanding wastewater charges.
(D) Final approval for all projects shall be given by the Town's Utility Director or their designee.
(1) Permits.
(a) Permits are required for any work on either a private or public sanitary sewer system within the town. This includes the construction, repair, modification, or abandonment of any lateral, manhole, main, or other sanitary sewer facility within the town or its collection system.
(b) Permits may be obtained through the Wastewater Billing Office located at Town Hall.
(c) Permits are good for a period of two years from the date of purchase.
(2) Sanitary sewers; general. Construction Plans. The plans for the installation of a sanitary sewer main extensions shall be provided to and approved by the Town's Utility Director or their designee. Copies of the plans shall be submitted at least one week prior to the request for a Capacity Letter for submission to IDEM. Any modifications or corrections requested by the town shall be made prior to submission to IDEM. Plans shall conform to all ASTM and IDEM standards. If bypass pumping is required, a proposed detailed schedule, as well as the equation used to determine the needed pumping capacity must be submitted with the plans. A registered Indiana professional engineer must approve and stamp all plans before submittal to the town.
