(a) It is to be understood that the intent and purpose of this Article are separate and distinct from other parts and sections of the Codified Ordinances of the City of Clarksburg and the general laws of the State ofWest Virginia, which may also be applicable. The provisions of this section are applicable to the owners of such vacant buildings as set forth herein and are in addition to and not in lieu of any and all other applicable provisions of this chapter , the Health and Sanitation Code, and any other applicable provisions of the City of Clarksburg Codified Ordinances of the City.
(b) If any provision of this article imposes greater restrictions or obligations than those imposed by any other general law, special law, regulation, rule, ordinance, by-law, order, or policy then the provisions of this article control.
