1730.08 RIGHT OF APPEAL.
   (a)    Appeal Rights. The owner shall have the right to appeal the imposition of the registration fees to the Code Official, upon filing an application in writing to that department no later than twenty-five (25) calendar days after the date of the billing statement. On appeal, the owner shall bear the burden of providing satisfactory objective proof of occupancy as defined in this article specifically.
   (b)   Any person aggrieved by the requirements of this article may seek an administrative appeal to the Code Appeals Board pursuant to Section 1712.04 hereof. Provided that any fine imposed shall be heard by the Municipal Court. Any person aggrieved by a final decision issued under this section by the Code Appeals Board and/or municipal court, may seek relief to the Circuit Court of Harrison County, West Virginia as provided by the laws of the State of West Virginia.
