(a) Exterior property areas are to be mowed regularly and noncultivated gardens maintained at no more than 6 inches of growth. All noxious weeds are prohibited. Structure is to be broom swept and cleared of all contents, not including building materials or components to be used in the future renovation at that structure.
(b) Electric service may be maintained at the option of the owner.
(c) Unstable interior and exterior surfaces and components are to be removed. Unstable or unsound accessory buildings are to be razed or renovated.
(d) Using wood sheet goods, all loose, deteriorated and broken windows and doors are to be covered to eliminate the danger of their falling and to prevent the unwanted entry of trespassers. Such wood sheet goods are to be cut and neatly fit, not just nailed over the opening.
(e) All loose or deteriorated trim, gutter or overhang extensions (masonry or frame) are to be removed or reattached to prevent falling.
(t) Regular routine monitoring of the structure is to occur by the owner to ensure that the building is being kept in compliance with the above items.
(g) Once the property is no longer vacant or is sold, the owner must provide proof of sale or written notice and proof of occupancy to the Finance Department.
(i) Fire Fees- The owner of the property shall ensure that the City's fire service fees are paid whenever due. During the registration period or any other period when the mortgagee has control and/or possession of the property the mortgagee must ensure that the City's fire service fees are paid.
(ii) All vacant properties must maintain insurance with the exception of mortgage companies. Properties subject to this section must be maintained in accordance with the relevant property maintenance codes, building codes, and municipal regulations concerning external and/or visible maintenance. The owner, local individual, or local property management company must inspect and maintain the property on a monthly basis for the duration of the vacancy. The property must contain a posting with the name and 24-hour contact phone number of the local individual or property management company responsible for the maintenance. This sign must be posted on the front of the property so it is clearly visible from the street. Adherence to this section does not relieve the owner of any applicable obligations set forth in the laws of the State of West Virginia, the Codified Ordinances of the City, the State building and fire codes, covenants, conditions and restrictions and/or home owners association rules and regulations.
