No owner of any property containing an underground tank which has held flammable or combustible liquids shall sell, mortgage, transfer, lease or otherwise dispose of the property to another until such time that the provisions of this article are complied with, or until such owner shall first furnish the Fire Inspector a signed and notarized statement from the buyer, grantee, transferee, mortgagee or lessee acknowledging and fully accepting responsibility without condition for all requirements under this article in reference to the underground tank.
