No person, firm, partnership, association or any other entity, whether public or private, as well as any agent, manager, employee or lessee, shall abandon or temporarily place out of service an underground tank which has held flammable or combustible liquids, unless done in a manner complying with this article.
It shall also be the duty of all such persons promptly to notify the Fire Inspector of any intention to so abandon or temporarily place out of service any underground tank which has held flammable or combustible liquids.
