There is hereby established the position of Assistant Fire Marshal, which shall be a position for civil service purposes. The Assistant Fire Marshall(s) shall be supervised by the Fire Marshal. Any member holding the position of Assistant Fire Marshal shall have the title indicating such member's rank and Assistant Fire Marshal, for example, Lieutenant and Assistant Fire Marshal. Such position does not increase the member's authoritative rank.
An Assistant Fire Marshal shall be a member of the Fire Department. The Chief of the Fire Department shall fill the position(s) of Assistant Fire Marshal pursuant to the requirements of the Civil Service for Paid Fire Departments statutory requirements set forth in the West Virginia Code, including the requirement that all appointments and promotions to all positions, including Assistant Fire Marshal, in all paid fire departments shall be made only according to qualifications and fitness to be ascertained by examinations, which, so far as practicable, shall be competitive, as hereinafter provided.
The Chief of the Fire Department shall recommend to the City Manager the employment of technical inspectors as independent contractors who, when such authorization is made, shall perform such duties as may be required of them by the Bureau of Fire Prevention or the provisions of the Fire Prevention Code.
