1505.02 FIRE MARSHAL.
   There is hereby established the position of Fire Marshal, which shall be a position for civil service purposes. The Fire Marshal in charge of the Bureau of Fire Prevention shall be considered a position within the Fire Department. Any member holding the position of Fire Marshal shall have the title indicating such member's rank and Fire Marshal, for example, Captain and Fire Marshal. Such position does not increase the member's authoritative rank.
   The Fire Marshal shall be a member of the Fire Department and hold a rank of Captain or lower. The Chief of the Fire Department shall fill the position of Fire Marshal pursuant to the requirements of the Civil Service for Paid Fire Departments statutory requirements set forth in the West Virginia Code, including the requirement that all appointments and promotions to all positions, including Fire Marshal, in all paid fire departments shall be made only according to qualifications and fitness to be ascertained by examinations, which, so far as practicable, shall be competitive, as hereinafter provided.
