1365.06 SANITARY SEWERAGE SYSTEM.
   (a)   Where a public sanitary sewer system, in the opinion of the Planning and Zoning Commission is reasonably accessible, sanitary sewer shall be installed to serve adequately all lots with connections to the public system.
   (b)   Where a public sanitary sewer system is not available within a reasonable distance, individual septic tanks and disposal fields may be used. Use of a local disposal system or septic tanks shall be approved by the Commission and the West Virginia Department of Health.
   (c)   Where there is a plan for extending a public sanitary sewer system into an area that is being subdivided, and it is reasonably expected that the area will be served by the public system within a period of five (5) years, capped sewers shall be installed to serve adequately all lots in the proposed subdivision.
   (d)   All sanitary sewer systems located in any designated flood plain district, whether public or private, shall be flood proofed up to the 100-year flood elevation.
