No food or drink shall be sold or offered for sale which is decayed or is contaminated with offensive or poisonous substances, or is moldy to an abnormal degree, or in an abnormal state of fermentation. The Health Director, or his official agent, is hereby authorized to condemn and destroy any article which is unfit for food or drink according to the provisions of this section. (1969 Code §10-7)
