(a) Any residential unit structure, dual residential unit structure, commercial establishment, multiple family residential unit structure or non-residential unit structure which is occupied or in operation, constitutes prima facie evidence that solid waste is being produced and accumulated on the premises and all solid waste shall be removed from the premises at least once per week. The owner or each occupant of any unit within a structure or establishment shall be a valid subscriber to waste collection service offered by a private waste collection hauler authorized to operate within the corporate limits of the City.
(b) The owner of a dual residential unit structure, commercial establishment, multiple family residential unit structure may satisfy the provisions of this article by agreement with a valid waste collection hauler operating within the corporate limits of the City to supply dumpster or if available a multi-family collection rate.
