958.04 INTERFERENCE BY ANIMALS.
   (a)    No person shall permit or allow dogs or any other domestic animal (cats, etc.) to run loose on days on which solid waste is regularly scheduled to be collected to prevent such dogs or other domestic animals (cats, etc.) from turning over, spilling or scattering contents placed in solid waste containers.
   (b)    All dogs or other domestic animals (cats, etc.) which might interfere with solid waste collections in any manner shall be confined on collection days. All dog wardens shall direct special attention to collection routes on scheduled collection days. All domestic animals apprehended shall be confined in a manner specified by the Clarksburg Codified Ordinances related to Animal Control or the City Manager or his duly authorized agent directs and a fee of fifteen dollars ($15.00), in addition to any fines provided elsewhere in these Codified Ordinances, shall be collected prior to releasing the dog to its owner. Nothing in this section repeals or limits any other law or ordinance regarding domestic or wild animals within the
