All present and future industrial users of the public sanitary sewage system, including all such users who, in any way, discharge sewage, industrial waste, water or other liquids, either directly or indirectly, into said sanitary sewage system or any part thereof, in the event of capital extensions, shall pay that portion of the costs of such capital extensions applicable to the cost of the treatment of wastes from each such industrial user.
