933.09 SURCHARGE FOR CERTAIN INDUSTRIAL WASTES.
   Although the sewage treatment works will be capable of treating certain abnormal industrial wastes as defined in this Chapter Three, the actual treatment of such wastes may increase the cost of operating and maintaining the City's public sanitary sewerage system. Therefore, there is hereby levied and assessed against each person discharging more than four thousand cubic feet per month of such industrial waste into the public sanitary sewerage system a surcharge which is intended to cover the additional cost to the City. The surcharges shall be in addition to the regular sewerage service charge set forth in this article and shall be payable in the amount provided in this article.
