(a) Persons, Firms, Corporations and Other Legal Entities Outside the Municipal Limits. The service charge for any persons, firms or corporations and other legal entities situate without the municipal limits of the City of Clarksburg, not a municipal corporation nor a public service district having any connection with the City’s public sanitary sewerage and discharging sewage, industrial wastes, water or other liquids into such system shall be based upon the quantity of water used on or in said premises as the same is measured by the Clarksburg Water Board meter or meters there in use, or by such other meters there in use or who are connected to the Clarksburg Sanitary Sewer System and receive water from a source other than the Clarksburg Water Board and pay sewer service charges directly to the Clarksburg Sanitary Board; and shall be charged monthly at the following rates;
(1) Phase I Rates Effective 45 Days from Passage of Ordinance.
The first 4,000 cubic feet per month or 8,000 cubic feet used bi-monthly at $8.10 per 100 cubic feet.
The next 16,000 cubic feet used per month or 32,000 cubic feet used bi-monthly at $5.96 per 100 cubic feet.
All over 20,000 cubic feet used per month or 40,000 cubic feet used bi-monthly at $5.19 per 100 cubic feet.
The minimum charge to any customer will be $36.55 per month or $73.10 bi-monthly.
(2) Phase II Rates Effective July 1, 2023.
The first 4,000 cubic feet per month or 8,000 cubic feet used bi-monthly at $9.32 per 100 cubic feet.
The next 16,000 cubic feet used per month or 32,000 cubic feet used bi-monthly at $6.85 per 100 cubic feet.
All over 20,000 cubic feet used per month or 40,000 cubic feet used bi-monthly at $5.97 per 100 cubic feet.
The minimum charge to any customer will be $42.03 per month or $84.06 bi-monthly.
(3) Phase III Rates Effective July 1, 2024.
The first 4,000 cubic feet per month or 8,000 cubic feet used bi-monthly at $9.79 per 100 cubic feet.
The next 16,000 cubic feet used per month or 32,000 cubic feet used bi-monthly at $7.19 per 100 cubic feet.
All over 20,000 cubic feet used per month or 40,000 cubic feet used bi-monthly at $6.27 per 100 cubic feet.
The minimum charge to any customer will be $44.13 per month or $88.26 bi-monthly.
(4) Phase IV Rates Effective July 1, 2025.
The first 4,000 cubic feet per month or 8,000 cubic feet used bi-monthly at $10.28 per 100 cubic feet.
The next 16,000 cubic feet used per month or 32,000 cubic feet used bi-monthly at $7.55 per 100 cubic feet.
All over 20,000 cubic feet used per month or 40,000 cubic feet used bi-monthly at $6.58 per 100 cubic feet.
The minimum charge to any customer will be $46.34 per month or $92.68 bi-monthly.
(5) Phase V Rates Effective July 1, 2026.
The first 4,000 cubic feet used per month or 8,000 cubic feet used bi-monthly at $10.79 per 100 cubic feet.
The next 16,000 cubic feet used per month or 32,000 cubic feet used bi-monthly at $7.93 per 100 cubic feet.
All over 20,000 cubic feet used per month or 40,000 cubic feet used bi-monthly at $6.91 per 100 cubic feet.
The minimum charge to any customer will be $48.66 per month or $97.32 bi-monthly.

(b) Schedule of Rates; Non-residents; The Municipality of Nutter Fort. The service charge for the Municipality of Nutter Ford, so long as its sewerage system continues having a connection with the City’s public sanitary sewerage system and discharging sewage, industrial wastes, water or other liquids into such system shall be based upon the quantity of water used on or in said municipality as the same is measured by the Clarksburg Water Board meter or meters there in use, for water delivered to said municipality, by said Board, and shall be charged monthly at the following rate:

(c) Schedule of Rates; Non-Residents; The Municipality of Stonewood. The service charge for the Municipality of Stonewood, so long as its sewerage system continues having a connection with the City’s public sanitary sewerage system and discharging sewage, industrial wastes, water or other liquids into such system shall be based upon the quantity of water used on or in said municipality as the same is measured by the Clarksburg Water Board meter or meters there in use, for water delivered to said municipality by said Board, and shall be charged monthly at the following rate:

The service charge for the Municipality of Anmoore, so long as its sewerage system continues having a connection with the City’s public sanitary sewerage system and discharging sewage, industrial wastes, water or other liquids into such system shall be based upon the quantity of water used on or in said municipality as the same is measured by the Clarksburg Water Board meter or meters there in use, for water delivered to said municipality by said Board, and shall be charged monthly at the following rate:

The service charge for all other Public Service Districts, so long as their sewerage system continues having a connection with the City’s public sanitary sewerage system and discharging sewage, industrial wastes, water or other liquids into such system shall be based upon the quantity of water used on or in said Public Service Districts as the same is measured by the Clarksburg Water Board meter or meters there in use, for water delivered to said Public Service Districts by said Board, and shall be charged monthly at the following rates:

(f) Schedule of Rates; Non-Residents; Billed by a Governmental Unit Other than the Clarksburg Water Board. The service charge for legal entities which are non-residents of Clarksburg, not municipalities or public service districts, which receive water from the Clarksburg Water Board, which have a connection with Clarksburg’s public sewer system, who are billed for sewer service by a governmental agency other than the Water Board, shall be based upon the quantity of water used as the same is measured by water meters installed for such purpose for water delivered by the Water Board, and shall be charged monthly at the following rate:

$4.25 per 100 cubic feet.
Phase II Rates Effective December 1, 2023
$5.36 per 100 cubic feet.
Phase III Rates Effective July 1, 2024
$5.13 per 100 cubic feet.

(g) Delayed Payment Penalty. The above schedule is net. On all accounts where payment is not received in full in the office of the Clarksburg Sanitary Board, by 4:30 p.m. of the due date, which is twenty (20) days after the end of the previous month of the bill, a penalty of ten percent (10%) will be added to the amount shown on the bill. This delayed payment penalty is not interest and is collected only once for each bill where it is appropriate.
(h) Tap Fee. A tap fee of one thousand dollars ($1,000.00) shall be charged to customers connecting to the system.
