Except as provided in this article, no person shall discharge any industrial waste having any of the following characteristics to the public sanitary sewerage system:

(e) Solids, greases, motor oil, lime slurry or viscous material of such character or in such quantity that, in the opinion of the Sanitary Board they may cause an obstruction to the flow in sewer or otherwise interfere with the proper operation of the public sanitary sewerage system.
(f) Any waste containing toxic substances in quantities sufficient to interfere with the biochemical processes of sewage treatment works or that will pass through the sewage treatment works and exceed the State or interstate requirements for the West Fork River.
