The discharge of excessive amounts of unpolluted water or waste to a separate sanitary sewer is expressly prohibited. However, such discharges to combined sewers or storm sewers will be permitted wherever the sewers and the sewage treatment plant are of adequate capacity, The Sanitary Board reserves the right to define the amount it deems excessive in each particular instance. Discharges to combined sewers shall be subject to the service charges set forth in this article.
