Every water closet and urinal shall be maintained in a clean and sanitary state and its content shall be protected from flies. All water closets or urinals in any room or place where food or foodstuff is handled, stored, prepared for sale, offered for sale, served or dispensed, must be installed or reinstalled according to specifications approved by the Health Director. Whenever the Health Director is of the opinion that any septic tank, septic field, water closet or urinal is in a condition so as to be dangerous to the life and health of the residents, he shall order the owner, lessee or agent of the property on which is located such septic tank and field, water closet or urinal to reconstruct the same, and no owner, lessee or agent of property receiving such order shall fail to comply with the order.
