In the event that any public service company or abutting property owner, after having been served with notice in writing by the City Manager of the intention to construct, reconstruct or improve such street, and has been requested to lay all necessary pipes and make all necessary connections, fails to comply with the request, within thirty days after service of the notice, the City or its agent, may thereupon lay the pipes and make the connections and the necessary cost and expense thereof shall be chargeable by the City against the public service company or abutting property owner. Upon the neglect or refusal of the public service company or abutting property owner to pay the costs or expenses within sixty days after the completion of the laying of the pipes and making the connections, the City may collect the same by proper action in any court having jurisdiction.
