915.03 ACTION OF COUNCIL ON PLANNING RECOMMENDATIONS.
   Upon receipt of the returned petition and the recommendations of the Planning Commission, Council shall have the right, by simple resolution, to declare the street, alley or other public way referred to in the petition to be opened for public use and travel as of a date to be named in the resolution. Such resolution may further attach conditions and specifications in the opening as may be deemed proper. Nothing in this section shall prevent Council from holding, in its discretion, a public hearing at the regular Council meeting in which any proposed resolution is acted upon.
