Upon receipt of the petition to open a street, alley or other public way, the City Clerk shall present the same to Council. Council shall then, by motion, refer the petition to the Planning Commission for study and recommendations. The recommendations of the Planning Commission shall be in writing and shall accompany the petition and be returned to Council. The Clerk shall present the returned petition to Council at its next regularly scheduled meeting following the date of receipt of final written recommendations of the Planning Commission.
