On corner lots where the streets on both sides of the lot are to be improved the lot
will be assessed one hundred percent of the cost of improvement after deduction of the portion of the cost furnished by the Federal Government on the front or short side of the lot, and fifty percent of the cost thereof after deduction of the federal portion on the side or long side of the lot.
