(a) If the Director of Finance or the director's agent, the City Building Inspector, or any other duly authorized authority determines that a handyman is working within the City without a City handyman license or without paying City business and occupation taxes, he or she may immediately issue a written stop work order and post such order on the premises where the handyman is working.
(b) Whoever violates any provision under this article shall be fined not less than fifty dollars ($50.00) nor more than two hundred dollars ($200.00) and each day or part thereof that any violation continues shall be deemed to constitute a distinct and separate offense and be shall be punished accordingly.
