A license may be issued by the Director of Finance to any person who submits an application therefor, accompanied by a license fee, stating under oath the matters required for the issuance of a State license under the provisions of West Virginia Code 11-16-12. In the event any applicant fails to qualify under such requirements, the license shall be refused.
